Provider Rights and Responsibilities

Provider Information - from the Pennsylvania Department of Public Welfare

Enrollee Reassignment for Missed Appointments:  Providers can request reassignment if the Enrollee misses three consecutive appointments without notifying the PCP prior to the visit.  Protocol for addressing missed appointments includes the following:

1.  The PCP must notify APS Healthcare, the ACCESS Plus vendor each time an Enrollee misses a scheduled appointment without providing notice to the PCP.

2.  The PCP must conduct outreach to Enrollees who miss an appointment to determine why the Enrollee missed the appointment and reschedule the appointment.

Translation and Interpretation Services

Under Title VI of the Civil Rights Act of 1964, providers and agencies that receive federal funds have an obligation to provide language assistance in order to make services accessible to Limited English Proficient persons and the deaf or hard of hearing. Medical Assistance providers are required to offer and provide access to interpreter services in languages regularly encountered within their geographical area to all of their consumers.

It is the responsibility of the PCP to notify Enrollees of the availability of oral and written language services at no cost to the Enrollee. A PCP may not request or require the use of family members (including children) and/or friends as an interpreter.

PCPs may contact the ACCESS Plus Provider Helpline at 1 (800) 543-7633 for assistance in locating information on agencies that assist Enrollees, both children and adults, needing translation/interpretation services.
